— The Health Department, Hoshiarpur, has issued an advisory to district residents and to social, religious, non-governmental and other organisations that organise eye check-up and treatment camps, urging that such camps be held only after securing requisite permissions and ensuring full medical arrangements in line with prescribed rules.
Prior permissions, MoU mandatory
Civil Surgeon Hoshiarpur Dr Mandeep Kamal said eye check-up camps should not be organised without necessary arrangements, a valid memorandum of understanding (MoU) and prior approval from health authorities. Organisers must coordinate with the concerned health officials before holding a camp and complete all required formalities regarding the nature of the camp, venue, expected patient load and the health services to be provided.
Minimum medical standards for camps
According to the department, every eye camp must ensure:
Qualified and authorised medical staff
Necessary ophthalmic equipment for eye examination
A clean and appropriate venue
Proper patient registration and record-keeping
Availability of essential medicines
Emergency medical facilities on site
Surgical or advanced procedures: stricter norms
If a camp involves surgical interventions or other advanced medical procedures, organisers must pre-arrange:
Adequate infrastructure and a qualified medical team
Infection-control measures as per prescribed standards
Emergency backup and referral arrangements to higher health facilities, if needed
Post-treatment follow-up care and clear instructions for patients
Action against unauthorised camps
Dr Kamal warned that if any organisation is found conducting an eye check-up camp without the requisite permission, MoU or prescribed medical arrangements, action will be taken against the concerned institution and responsible individuals under applicable rules and legal provisions. “No one will be allowed to compromise with patients’ health and safety,” she said.
Public urged to verify before availing services
The Health Department has also appealed to the general public to verify that any eye camp they attend is being held by an authorised institution with all necessary permissions and proper medical arrangements. People have been advised to avoid participating in any unauthorised or poorly managed medical activity.
Health cannot be compromised, says Civil Surgeon
“The health of people cannot be compromised in any manner,” the Civil Surgeon said, adding that the primary objective of eye check-up camps is to provide safe and quality eye-care services. She urged all organising institutions to prioritise patient safety and comply with all mandatory conditions and arrangements.
The department has asked all institutions planning eye camps to first contact the concerned local health official to obtain information on applicable rules, permissions and MoU requirements, so that patients are protected from inconvenience or health risks.
