The District Legal Services Authority has constituted a Permanent Lok Adalat (Public Utility Services) under Section 22-B of the Legal Services Authorities Act, 1987 and the Legal Services Authorities (Amendment) Act, 2002, to provide speedy, inexpensive and effective resolution of disputes related to public utility services at the district level. CJM-cum-Secretary of the District Legal Services Authority, Neeraj Goyal, said the Permanent Lok Adalat consists of a chairman and two members who adjudicate pre-litigation matters that are not pending before regular courts.
The Permanent Lok Adalat will hear cases related to transport, postal, telegraph and telephone services, electricity, water supply, environmental protection and sanitation, hospital and dispensary services, insurance, banking, housing, financial services and education. Additionally, disputes concerning LPG connections, gas supply and refilling, Aadhaar card, ration card, voter identity card, issuing of B.L. cards, old-age pensions, widow pensions, Shagun scheme, unemployment allowance, public distribution system, and birth and death registration can also be brought before the forum.
The Secretary of the District Legal Services Authority stated that all disputes, complaints and cases not pending in any court may be submitted on plain paper to the Chairman of the Permanent Lok Adalat (Public Utility Services). The forum is empowered to adjudicate disputes involving amounts up to Rs 1 crore.
Citizens have been urged to make full use of the Permanent Lok Adalat for resolving matters falling under the listed categories, as it provides speedy resolution at low cost. Awards of the Permanent Lok Adalat are recognized as decrees of a civil court. No court fee is required to file a matter before it, and no appeal lies against its award.
The Permanent Lok Adalat serves as an important mechanism to provide accessible, prompt and effective justice to the public.
